Once again we come to you with the story of Thadiud Taylor
#237855,(RI#128275) Ex-Correctional Officer, Connecticut Department of
Corrections.
I received a letter from him today, from out of state explaining what has
happened and we here at MTWT want some answers to the very questions that he is
requesting.
Dear Mrs. Ferris...MTWT,
I'm writing this letter to you all there at MTWT once again, to respectfully
requesting your assistance in my latest situation.
I respectfully requesting that you take the liberty to notify
the "Media along with the Newspapers, T.V. etc. in Connecticut and Rhode Island
(if possible) that speciously on March 9th 2005 Connecticut Department of
Corrections at Cheshire Correctional, involving Warden James Dzendesa and
others, called me out to the Captains Office and had approx. 10 Correctional
Officers and Supervisors waiting for me with Video Cameras and at that time I
was handcuffed and taken to the AP room. Where there was a LT and a CO from
(CTU) Connecticut Transpiration Unit. Who than Transported me and all my
property to "Rhode Island Department of Corrections". When I arrived there I was
told that Connecticut Department of Corrections had picked me to exchange for
another inmate from Rhode Island Department of Corrections. This abrupt Transfer
of me was for NO other reason than for "RETALIATION" against me for exercising
my constitutional rights and using the inmate grievance process, along with the
fact that I do have pending lawsuits against the Connecticut Department of
Corrections Official for their wrongdoings.
Mrs. Ferris, this transfer was a blatant abuse of the prison's
authority. I further more was taken out of "Protective Custody" and put in
general population with in the Rhode Island Department of Corrections and Since
March 9th 2005, have been unable to litigate my legal matters and adequately
access my legal case file etc.
The Rhode Island Department of Corrections Employees and the prison system is
unconstitutionally depriving me of my Right to Telephonically contact my
Attorneys on unmonitored telephone lines and have told me that I must make my
legal calls on the recorded telephones regularly used for family and friends
conversations.
The Correctional Officers and Supervisors here are
unprofessional towards inmates and use unnecessary force, along with profanity
and threaten inmates on a daily bases. There are NO cameras in the housing units
or stairwells and the staff dose not bring video cameras before transporting
inmates to segregation etc, which allows them to use excessive use of force
unmonitored. Hardly is the Rhode Island Department of Corrections a safer place
than Connecticut Department of Corrections for me or some staff and other
inmates here.
Mrs. Ferris, As you know I am an Ex-Correctional Officer from Connecticut and
this incident is nothing more but a retaliatory act against me by the
Connecticut Department of Corrections prison Officials.
I was told that the reason for my transfer was for "Safety and Security Reasons,
That's it nothing more. I don't know how or who's Safety or any Security
problems that there might be....I was in P.C. and I'm a Level 2 inmate with less
than 2 years left on my Sentence. I am eligible for a halfway house this summer
2005 and my Parole hearing is this fall 2005. Clearly I can not begin to prepare
for re-entry into the community (Connecticut) when I'm in Rhode Island. More so
a telephone call from Rhode Island to Connecticut costs me 18.00 under their
phone system.
Mrs. Ferris, I am respectfully requesting that your "Agency" take the liberty to
contact the Connecticut Department of Corrections (Commissioner Lantz) and other
appreciate individuals along with the Governors Office etc. To see if I could be
immediately returned back to the Connecticut Department of Corrections to finish
my time, where I can adequately prepare for my re-entry into society and my
community.
Please also take the liberty to post my case/situation on your web site. I have
field a civil Lawsuit in Rhode Island Federal Court claiming Retaliatory
transfer and I filed a temporary Injunction order. directing Connecticut
Department of Corrections to return me back to P.C. at Cheshire Correctional
Facility. My case number entitled is Thadius Taylor V Connecticut Department of
Corrections, Rhode Island Department of Corrections, erial. C.A.no.05-118T. Also
Mrs. Ferris take the liberty to change my contact information on your site.

Mrs. Ferris, like always I know that your agency only deals with the truth and
this letter and my situation is the truth...Please take the liberty to
investigate my concerns and if you need me to sign a release so that you may
obtain more information etc, from the Connecticut Department of Corrections or
the Rhode Island Department, I will sign what ever you send to me.
You also have my written permission to use anything you'd like on your site. I
ask that you please advise me on receipt of this letter and if possible could
you send me a copy of all the notices that you have send out on my behalf in
trying to help get me transpired back to Connecticut.

Connecticut Department of Corrections
Transfers Inmates out of State for Excreting his Constitutional Rights
Inmate Thadius Taylor a former Correctional Officer with the
Connecticut Department of Corrections has recently filed a Federal Lawsuit
against the Connecticut Department and the Rhode Island Department of
Corrections, along with other Prison Official, claiming that they have violated
his Constitutional Rights by transferring him from Connecticut Custody in to the
Custody of Rhode Islands Department of Corrections in retaliation against him
because he exercised his Constitutional Rights by using the inmate grievance
process and filed a serve lawsuit against the Connecticut Department of
Corrections.
A lawsuit has been files in the U.S. District Court in Rhode Island against both
Connecticut and Rhode Island Prison Officials and the case has been giving to
the Chief U.S. District Judge the Honorable Judge Taves, (Thadius Taylor V
Connecticut Department of Corrections, Rhode Island Department of Corrections
Case Number# C.A. NO-05-118T Inmate Taylor has also filed for a temporary
Injunction relief, asking the Federal Court to order his return to Connecticut
pending the courts outcome of this case.

ONCE AGAIN THIS ORGANIZATION AS TO ASK "WHY" AFTER BEING AT CHESHIRE ALL THESE YEARS IN P.C. DO THEY NOW USE THE STORY THAT HE WAS BEING MOVED FOR SECURITY REASONS??
THADIUS HAS BEEN INCARCERATED SINCE 1996 NOW THEY ARE WORRIED ABOUT SECURITY, WHERE HAS IT BEEN FOR ALL THESE YEARS??
THIS IS THE SAME BS STORY I RECEIVED WHEN THEY TRANSFERRED INMATE RICHARD STRAUB FROM CONNECTICUT TO FLORIDA AND MAY I ADD FROM THE SAME FACILITY (CHESHIRE) AS THADIUS WAS MOVED FROM.
I'M SEEING A PATTERN HERE AND I DON'T LIKE WHAT I SEE.
IT IS TIME FOR THE DEPARTMENT OF CORRECTIONS TO ANSWER QUESTIONS AND THIS TIME THE OLD STATEMENT ISN'T GOING TO WORK. I'M SURE IF THEY THINK HARD ENOUGH THEY MIGHT COME UP WITH A BETTER ANSWER, I KNOW I CAN!
THIS MATTER NEEDS MORE LOOKING INTO AND I PLAN TO DO JUST THAT, NO MATTER WHAT IT TAKES.

Dear Governor Rell;
This letter is in regards to Mr. Thadius Taylor – IM#
237855. Mr. Taylor is an ex-correctional officer that was
serving time at Cheshire C.I. in protective custody since
1996 and now at a Level 2 to be released within a maximum 2
year period, with a possible release to a half way house in
summer of 2005. Recently Mr. Taylor was moved from Cheshire
and transferred to a Rhode Island prison and put into
general population (now DC#128275).
We ask, what was the urgency to move Mr. Taylor after all
these years and without having any major problems, knowing
he is to be released very soon. What a waste of tax payers
money, this move could have saved time and money if they
were to have released Mr. Taylor into a halfway house as
scheduled instead of moving him away from his family into
R.I
.
At this time this organization requests an answer as to
why Mr., Taylor was moved out of state when the current
agreement was to keep ALL Connecticut prisoners in
Connecticut with NO Transfers.
According to Mr. Taylor he was moved for protective
reasons (from Protective custody to General population? And
to a facility with no cameras, this concerns us greatly).
After investigating this matter we find that a prisoner from
Rhode Island was exchanged for Mr. Taylor maybe due to the
fact that he exercised his grievance process.
This type of measure was also taken with inmate Richard
Straub IM#251641 (FL #168295) who was awakened and moved to
Florida without warning only a few months back, he to was
also in Protective custody at Cheshire Correctional.. Family
members never received word from the department of their
intent to move Mr. Straub (before or after the fact) and he
also wishes to be returned to Connecticut. I feel that this
is an unfair move to both inmates and their families.
This seems to be an issue at Cheshire with many of the
inmates that contact us.
This organization believes this may be more blatant abuse
from prison officials. This form of abuse and retaliation
must be stopped. We are asking you to please bring this man
back to Connecticut for his own safety and back into PC as
we believe he is in an unsafe environment.
Our letter from Mr. Taylor states that he has filed a
civil suit in Rhode Island Federal Court; C.A. no.05-118T.
This case also includes Connecticut, along with an temporary
injunction relief asking the court to return him to
Connecticut ASAP.
How do you expect a man to make a successful return back
into society if taken from their home state and transporting
him to another state that is not going to work with him
towards his release? this is preventing him from taking any
re-entry programs so that he will be equipped to enter
society in 2005.
We would like to see this matter resolved ASAP before
releasing this information to the media. We will be awaiting
your response to this letter.
